Community Liaison Service Team

With the Hung Shui Kiu/Ha Tsuen New Development Area (HSK/HT NDA) entering into the land resumption and construction stage, a new Community Liaison Service Team has commenced service from 1 April 2025 to provide the locals with land resumption, compensation and rehousing information for HSK/HT NDA. Please contact the Service Team via the details below:

Tuen Mun Tin Hau Festival Parade

Civil Engineering and Development Department Volunteer Team, together with the Hung Shui Kiu/Ha Tsuen New Development Area Alliance, participated in the Tuen Mun Tin Hau Festival Parade for the first time on 20 April 2025 at the invitation of the Tuen Mun Rural Committee. The dragon and lion dances performance radiated electrifying inspiration and "Ir Leo" also brought the "Engineering Investigation Robotic Dog" to interact with the public during the parade, fully demonstrating our volunteer team's respect for traditional culture and embodying the Hung Shui Kiu/Ha Tsuen New Development Area Alliance's ambition for urban and rural integration!

"Flowers Giving 2025"

"Flowers Giving 2025" was successfully held on 29 March 2025. Over 1600 plants were distributed to the community at Po Leung Kuk Eleanor Kwok Law Kwai Chun Kindergarten, NTWJWASSDL Pak U Neighbourhood Elderly Centre, Tuen Mun Rural Committee, Shap Pat Heung Rural Committee, Yuen Long Ha Tsuen Soccer Pitch and Ping Shan Heung Rural Committee. We would like to express our gratitude to all the individuals who provided a home for the plants.

The Director of Civil Engineering and Development met and exchanged views with the Tuen Mun District Council members

The Director of Civil Engineering and Development (DCED) led a group of colleagues to the Hung Shui Kiu/Ha Tsuen New Development Area Community Liaison Centre to meet and exchange views with the members of the Tuen Mun District Council on 27 August 2024. In addition to introducing the scope of CEDD's services and projects in the Tuen Mun district, we also exchanged views with DC members on our work. Afterwards, DCED led the district council members to the construction site of Tuen Mun Area 54, where the project team provided a detailed briefing on the latest progress of the works.

The "Flowers Giving Event"

The "Flowers Giving Event" was successfully held on 30 March 2024. Over 700 plants were distributed to the community at Yuen Long Ha Tsuen Soccer Pitch, Hung Shui Kiu/Ha Tsuen Community Liaison Centre, Ping Shan Heung Rural Committee, and Shap Pat Heung Rural Committee. We would like to express our gratitude to all the individuals who provided a home for the plants.

Briefing tour for the Hong Kong Federation of Youth Groups

On 16 September 2023, the Hong Kong Federation of Youth Groups and the Development Bureau co-organised a briefing tour at the Hung Shui Kiu / Ha Tsuen New Development Area Community Liaison Centre to introduce the Northern Metropolis project to young people.

Handmade Soap Workshop

The handmade soap workshop was successfully held at the Hung Shui Kiu / Ha Tsuen New Development Area (HSK/HT NDA) Community Liaison Centre on 15 April 2023. During the event, participants made soaps with the characteristics of HSK/HT NDA, and learned about the design concepts and features of HSK/HT NDA.

CEDD organised “Living with BLUE-GREEN” Drawing Competition from November to December 2021. Primary school students were invited to express their ideas about blue-green design, the future living in new generation of new towns by drawings, and to plan HSK/HT NDA as a sustainable new generation new town.

The participants were divided into two groups, the Junior Group and the Senior Group. Under the theme “Living with BLUE-GREEN”, the entries demonstrated the use of natural water resources and green spaces in developing HSK/HT NDA into a sustainable green community for living and working. Some of the winning entries have been applied to the HKSAR’s 25th anniversary celebration banners and exhibited at various construction sites.
